The Limpopo Department of Agriculture and Rural Development is calling on eligible hemp permit holders to apply for the 2026 Limpopo Hemp Pilot Project, an initiative that could help farmers strengthen and expand their hemp production. Applicants must also have the legal authority to act on behalf of the business or legal entity they represent. Public servants are not eligible to participate in the programme, including employees of national, provincial and municipal government, recognized traditional leaders performing public duties and employees of entities where the state is the majority shareholder. Individuals who previously held public office may only qualify after twelve months have passed since leaving those positions.

The Department is also placing strong emphasis on the long-term sustainability of supported projects. Applicants must demonstrate that they have secure land tenure or valid land use rights for the property where hemp production will take place. Acceptable proof includes a title deed, a valid lease agreement or a Permission to Occupy issued by a recognized tribal authority. Farmers with registered water use rights or a valid water use licence in accordance with the National Water Act, Act 36 of 1998, will also be considered for support. These requirements help ensure that successful applicants have the legal and operational foundations needed to establish productive and sustainable hemp enterprises.

To complete the application process, farmers must submit several supporting documents together with their completed application forms. Required documents include a copy of a valid hemp permit, a certified copy of a South African identity document and proof of land rights through a title deed, lease agreement or Permission to Occupy certificate. Applicants must also submit a detailed business plan outlining their proposed hemp enterprise, together with a valid water use document or water use rights certificate. In addition, every applicant must provide a valid market security agreement or an off-take agreement demonstrating that there is a market for the intended hemp production. Preparing these documents in advance will help ensure that applications are complete and can be processed without unnecessary delays.

Applications must be submitted to the appropriate district office within Limpopo based on the applicant’s location. Farmers from Capricorn, Sekhukhune, Vhembe, Mopani and Waterberg districts should send their completed applications to the designated departmental officials responsible for their respective areas. Every submission must also include a carbon copy to Dr. Mathobo R, as required by the Department. Applicants are encouraged to double-check that every required document has been included before submitting their applications. Incomplete applications may delay processing or affect eligibility for consideration under the pilot project.
