The Preservation and Development of Agricultural Land Act, 39 of 2024 (PDALA) is a critical step toward protecting South Africa’s agricultural land, promoting sustainable land use, and securing food for households and the nation. The Act provides a legal framework to prevent the misuse of prime agricultural land, ensure responsible farming practices, and support long-term food security. It also guides local authorities and farming communities on land classification, zoning, and environmental protection. By establishing norms and standards for land use, PDALA aims to balance agricultural production with urban development and ecological sustainability.

Currently, farmers and key stakeholders are participating in the Provincial Consultation Workshop on PDALA in Bloemfontein. The workshop provides a platform for open dialogue on the Act’s implementation, allowing participants to address practical challenges, share experiences, and propose improvements. Discussions focus on how land should be classified, the development of clear norms and standards, and strategies for balanced land-use planning. The goal is to ensure that policies support both agricultural productivity and sustainable growth in rural and peri-urban areas.

Participants at the workshop are examining ways to safeguard high-potential farmland while integrating development needs. This includes setting rules for permissible land conversions, identifying land suitable for farming, and outlining measures to prevent soil degradation. Stakeholders are also exploring mechanisms to enforce compliance and support farmers in adopting sustainable practices. The collaborative approach ensures that the Act is practical, actionable, and aligned with the realities of farming communities.

The consultation process highlights the government’s commitment to proactive land management and food security. By engaging farmers, local authorities, and experts, the Department of Agriculture aims to create policies that are fair, enforceable, and responsive to regional needs. This cooperative model strengthens trust between authorities and farming communities, ensuring that the Act protects livelihoods while enabling responsible development.

PDALA is expected to have long-term benefits for South Africa’s agricultural sector and broader economy. Proper implementation will help preserve productive land, support sustainable farming practices, and reduce risks associated with urban encroachment and environmental degradation. Farmers and stakeholders attending the workshop are contributing to a framework that secures the future of agricultural land, promotes efficient land use, and ensures that South African households continue to have access to reliable food sources.
