The Eastern Cape Department of Rural Development and Agrarian Reform (ECDRDAR) has begun a two-day Learning Visit to the Free State Department of Agriculture and Rural Development (FSDARD). The engagement, which started yesterday, is taking place at Glen College of Agriculture’s New Library Hall.
The visit aims to promote knowledge exchange and strengthen financial governance, accountability, and efficiency in managing agricultural support programmes. The collaboration focuses on enhancing how government funds are administered to benefit farmers and rural communities more effectively.
At the center of this visit is the Beneficiary Holding Account (BHA) model. This financial mechanism is designed to improve transparency, accountability, and efficiency in managing funds under the Comprehensive Agricultural Support Programme (CASP) and Ilima/Letsema Conditional Grant. The Eastern Cape delegation is studying how the Free State has implemented this model to guide its own financial management systems.
FSDARD welcomed the ECDRDAR team and expressed gratitude for the opportunity to share its experiences, innovations, and best practices. The Department noted that this exchange provides a valuable platform for mutual learning, allowing both provinces to reflect on their governance approaches and strengthen support systems for agricultural beneficiaries.
The Free State Department also emphasized that while it would share its operational and institutional processes for implementing the BHA model, it looks forward to learning from the Eastern Cape’s methods of project monitoring, evaluation, and value-for-money assurance.
The joint engagement is expected to lead to stronger internal controls, improved accountability structures, and more effective delivery of agricultural support programmes. Both provinces view this partnership as a critical step toward better financial discipline and enhanced service delivery in agriculture.
Recognizing the importance of sound financial governance, representatives from the Free State and Eastern Cape Provincial Treasuries are also participating in the discussions. Their involvement ensures that the BHA model aligns with national public financial management standards and promotes transparency in the use of public funds.
Both Departments reaffirmed their shared commitment to interprovincial collaboration, innovation, and responsible resource management. They aim to ensure that every rand allocated to agriculture delivers measurable impact for farmers and rural communities.
This joint initiative highlights the Eastern Cape and Free State’s dedication to strengthening governance systems, improving value for money, and advancing sustainable agricultural development. By building stronger financial management practices, both provinces seek to contribute to food security, rural transformation, and economic growth within South Africa’s agricultural sector.
