On 26 June 2026, the Eastern Cape Rural Development Agency (ECRDA) continued its structured stakeholder engagement programme as preparations intensified to fully restore operations at the Mbizana RED Hub in the Winnie Madikizela-Mandela Local Municipality. The engagement formed part of a wider effort to revive key rural infrastructure that supports agricultural development, local enterprise growth and job creation. It brought together traditional leadership, municipal representatives and cooperative members to align expectations ahead of the facility’s reopening. The process focused on building trust, improving communication and ensuring that all stakeholders understand the operational direction of the hub. It also highlighted the importance of inclusive planning in rural development projects.

The engagement included traditional leadership from Dyifani Village, led by Headwoman Ah Zwelitsha Hlamandani, alongside Ward Councillor Mr Qalamba and members of the Sivuka Sonke Secondary Co-operative. Their participation ensured that community voices were directly represented in discussions about the future of the Mbizana RED Hub. The presence of multiple stakeholders helped strengthen coordination between government structures and local communities. It also created a platform for open dialogue on how the facility will function once operations begin. This inclusive approach is intended to build long term ownership and support from the surrounding community.

During the meeting, ECRDA introduced Sila Milling South Africa (Pty) Ltd as the private operating partner responsible for supporting the operational phase of the hub. This introduction was a key step in clarifying roles and responsibilities before full operations commence. Discussions focused on how the facility will be managed, including production planning, processing systems and cooperative participation. The involvement of a private partner is expected to improve efficiency and strengthen the commercial viability of the hub. Stakeholders were given the opportunity to ask questions and better understand how the partnership will function in practice.

Operations at the Mbizana RED Hub are expected to officially commence in the coming months, following final preparations and alignment processes. The hub is designed to serve as a central point for agricultural processing and rural economic development in the region. Once fully operational, it is expected to improve market access for farmers and enhance value addition for agricultural products. The facility will also support local cooperatives by creating structured opportunities within the agricultural value chain. This is aimed at increasing income generation and strengthening rural livelihoods.

ECRDA reaffirmed its commitment to working closely with all stakeholders to ensure the successful revival and long term sustainability of the Mbizana RED Hub. Continuous engagement with traditional leaders, municipal representatives and cooperatives remains a central part of the implementation strategy. The agency emphasized that collaboration is essential to avoid operational challenges and ensure smooth project delivery. By maintaining open communication, ECRDA aims to build a stable foundation for the hub’s long term success. This approach also supports transparency and accountability throughout the process.

The revival of the Mbizana RED Hub is expected to create meaningful opportunities for farmers, cooperatives and surrounding communities. Improved access to processing facilities will allow farmers to add value to their produce and expand market opportunities. The project is also expected to support job creation and stimulate small business development linked to agricultural production. Local cooperatives will benefit from structured participation in supply and processing systems. This will help strengthen economic activity in rural areas that have limited industrial infrastructure.

The engagement marks another important step in strengthening rural development initiatives in the Winnie Madikizela-Mandela Local Municipality. It demonstrates the value of early consultation and collaborative planning in restoring agricultural infrastructure. By involving all key stakeholders before operations begin, ECRDA is working to ensure long term sustainability and community support. The Mbizana RED Hub is positioned to become a key driver of agricultural transformation and rural economic growth. Continued cooperation between government, private partners and local communities will be essential for achieving these goals.
